As of July 1st, House Bill 385 Safe Exchange of Minor Children has been enacted. The bill is named the “Cassie Carli Law.” Cassie Carli is believed to have been kidnapped and murdered by the father of their daughter after meeting him for the purpose of timesharing.
The bill requires each sheriff to designate a safe exchange location or an available substation. The purpose is to provide a place where parents may bring their minor child for purposes of exchanging the child to comply with court ordered timesharing.
Sheriff McNeil has designated the safe exchange location in the front parking lot at the LCSO main operations building at 2825 Municipal Way in Tallahassee. This location is visible from the road and clearly marked with a sign to aid parents in identifying the location.
The safe exchange location at the Leon County Sheriff’s Office has 24 hour camera surveillance with recordings that are maintained for at least 45 days.
